These files are brief descriptions of the contain of archive files (ARJ, ZIP, LZH, ...). They permit to users to choose files to download easyier.
It seems these files were created for the use of a software BBS server (PC-Board).
To find them, use search engines (altavista), bbs archives, or sharewares archives (http://www.shareware.com). They create a FILES.BBS file of a directory, containing something like this :
